Hussam Hammoud is a Syrian investigative journalist from Raqqa who has documented war crimes, jihadist networks, and human rights abuses across Syria since the start of the 2011 revolution. He has published pieces with the New York Times, the BBC, Al Monitor, Middle East Eye, and New Lines Magazine, amongst others.
Two major bouts of violence across Syria have tested the caretaker government’s ability to maintain security and exposed its weakness. If Damascus does not build its capacity, its legitimacy will further erode and risk state failure.
