The Argentine Council for International Relations and the Middle East Council on Global Affairs Sign MoU at the Doha Forum

Saturday, December 6, 2025

The Middle East Council on Global Affairs (ME Council) and the Argentine Council for International Relations (CARI) signed a Memorandum of Understanding (MoU) to advance collaboration in research, analysis, and policy engagement on international relations and global governance.

Dr. Khalid Al-Jaber, Executive Director of the ME Council, and Francisco de Santibañes, President of CARI, signed the MoU, reaffirming both institutions’ commitment to strengthening cross-regional cooperation and contributing to a deeper understanding of global political and economic dynamics.

Through this partnership, the two institutions will undertake joint research initiatives focused on foreign policy and global governance, including the evolving landscape of great-power competition, middle-power agency, conflict and security issues, and peacebuilding. The agreement also emphasizes collaborative work on governance, economic and social development issues, and the increasing role of the Global South in multilateral forums.

The MoU establishes a framework for co-producing policy papers, analytical briefs, and region-specific studies that offer timely insights into global and regional developments. It also provides opportunities for expert exchanges, including participation in roundtables and public events, and co-hosting dialogues and workshops to inform policy debates and foster cross-regional understanding. By combining CARI’s longstanding expertise in Latin American and global affairs with the ME Council’s deep knowledge of the MENA geopolitical and socioeconomic dynamics, this partnership aims to enrich ongoing conversations on international cooperation, global governance, and the future role of emerging and middle powers.

The ME Council is an independent, non-profit policy research institution that conducts policy-relevant research, convenes meetings and dialogues, and engages policy actors on geopolitical and socioeconomic issues specific to the Middle East and North Africa (MENA) region.
CARI is a leading Argentine institution dedicated to promoting rigorous analysis and informed debate on international affairs, engaging scholars, diplomats, and policymakers on issues of global relevance.
